Crystal River to weigh road closure, grant funding

The Crystal River City Council will discuss a proposed road vacation near Hunter Springs Park and pursue state grant funding for infrastructure and housing improvements at their meeting on Monday, April 13, at 5:30 p.m. at the Citrus County Welcome Center, 915 S. Suncoast Blvd.

The council will hear a proposed development agreement between the city and property owner Edward Sinz, who owns five parcels east of Hunter Springs Park along Northeast First Avenue. Sinz has raised concerns about increased traffic along the roadway following the park’s redesign and is seeking to vacate a portion of Northeast First Avenue to create more separation between the park and his properties. Under the proposed agreement, the city would vacate part of the roadway, with Sinz conveying half of that vacated portion back to the city. The plan also calls for construction of a 6-foot fence, as well as new irrigation, landscaping and utility relocations.

The city is being asked to share in the cost of those improvements. The council is also scheduled to hold its first public hearing on a potential application for a Florida Department of Economic Opportunity Small Cities Community Development Block Grant. The city is eligible to apply for up to $750,000 for neighborhood revitalization, commercial revitalization or housing rehabilitation projects, and up to $1.5 million for economic development projects.

Some of the potential projects that could be funded include:

  1. Neighborhood revitalization projects
  2. Commercial revitalization projects
  3. Housing rehabilitation projects
  4. Economic development projects

The Community Redevelopment Agency meets at 5 p.m. prior to the council meeting.
