Hernando County commissioners reviewed a sweeping Capital Improvement Plan for Fiscal Year 2027 at their regular board meeting on June 23, with 120 proposed projects carrying a combined estimated cost of $190,015,469. The plan includes $85,600,000 in bond-financed initiatives and $34,473,984 in projects that currently lack funding, though at least one may qualify for pending grant money. Budget discussions will continue at upcoming fall meetings.
Capital improvement projects are defined as expenditures exceeding $50,000 with a useful life of at least 10 years. The Capital Improvement Plan identifies projects, evaluates timelines, and serves as a public relations and economic development tool while meeting state statutory requirements. Repairs and maintenance of existing items may also be included in project costs.
Commissioner Steve Champion raised concerns about the timing of projects currently in design phases, warning that moving forward before a November vote could affect county revenue if property taxes are reduced. County Administrator Jeff Rogers addressed those concerns directly. “Some of these projects that we have under design currently, we’re not going to bid on construction until we find out about the vote in November,” Rogers said. He noted the plan focuses heavily on maintenance needs such as roadways and air conditioning, with limited new expansion.
Champion also questioned what he called “excessive” costs on certain roofing projects. “65,000 for a roof? You can do any house with superior materials for much less than that,” he said, adding that he could personally obtain lower estimates from the private sector. Rogers acknowledged the disparity, explaining, “Part of that is the inefficiencies of government,” noting that public procurement rules and contracting requirements drive costs higher than what private individuals or businesses typically pay. Commissioners have stated their broader goal of keeping budgets flat while continuing necessary improvements and maintaining existing infrastructure across the county.
