The Town of St. Leo will hold its municipal election on April 14, featuring a rematch of a commission race that was decided by a single vote in 2024. Challenger Billie Hamilton will face off against incumbent Tory England for Seat 5 on the town commission.
England, who moved to St. Leo in July 2020 to work at Saint Leo University, was first elected to the town commission in April 2024. She says she has “ trulý embraced ” being part of the community with her family and calls the opportunity to serve on the commission an honor. Hamilton previously served as a commissioner and mayor but was defeated by a one-vote margin in 2024 by England. Commissioners serve two-year terms. As of Feb. 20, neither candidate had reported any campaign contributions, according to the Pasco County Supervisor of Elections.
In an interview, England explained why she is running for re-election. “ I am running for Town Commissioner Seat 5 because serving the Town of Saint Leo has been incredibly meaningful to me, ” she said. “ During my first term, I gained a deeper understanding of our town’s history, its values and the priorities of our residents. I am committed to continuing the thoughtful work we have started and helping guide Saint Leo’s future in a way that honors our community while preparing for responsible growth. ”
England’s biggest accomplishment during her first term was the approval of the Comprehensive Plan updates. She also supported key decisions that allowed the Town Center project to move forward. The groundbreaking for the Town Center project was a highlight of her term.
