Controversial Land Development Code Change Request in Citrus County

A proposed Land Development Code change is set to be reviewed by the Citrus County Planning and Zoning Commission on March 5, 2026. The request, made by Deltona Corporation, seeks to change the zoning of the 557-acre Holder Industrial site from business, commercial, light industrial, and workforce housing to heavy industrial through a Planned Unit Development (PUD) request.

The site, located in Citrus County, was initially approved for zoning changes in September 2019, with a site plan presented and approved. A $2.8 million grant was also approved in August 2025 to add water and infrastructure, making the site “shovel ready.” However, critics argue that there is no demonstrated hardship to justify the new request, which could allow for intrusive uses such as an oil refinery, bulk petroleum storage, or a slaughterhouse. The applicant must prove a hardship before the request is approved.

The proposed change has raised concerns among residents and officials, who worry about the potential impact on surrounding residences and ecosystems. If approved, the data center or other heavy industrial uses could be built as a matter of right, without further public input or consideration. The county is expected to consider how to manage growth and development in the area.

Some potential uses that could be allowed with the zoning change include:

  1. Oil refinery
  2. Bulk petroleum storage
  3. Slaughterhouse
  4. Solid waste hauler facility
  5. Wellfields

The Citrus County Chronicle reported on the issue, highlighting the need for careful consideration and public input. Residents can attend the March 5, 2026, Planning and Zoning Commission meeting to voice their concerns.
